it clearly say THREE PRIVACY OCCASIONS .
How do they assume that God unable to say THREE SALAT time? if its mean SALAT time?
How do they assume that God intend to confuse with His clear and details revelations?

O you who believe! Let ask your permission those whom you have right/authority and those of you who have not reached puberty among you three occasions from BEFORE the commitment/following (salat) at the Dawn (al-Fajr), and WHEN you PUT ASIDE your garments from the appearance ((al-ththaheerati), and AFTER the commitment/following (salat) at evening (al-isha). These are three occasions of privacy for you. At other times, it is not wrong for you or them to gather among you, some of you, among others. God thus clarifies the revelations for you. God is Knowledgeable and Wise. (24:58)
the service working hours/duty time of servants/workers to his/her master is from Al-Fajr until al-Isha,
so, the three privacy occasions, is
BEFORE starting salat at AL-FAJR
AFTER finishing salat at al-ISHA
WHEN you put aside your clothes from the appearance (during service/working hours)
that is why BEFORE and AFTER,
not BEFORE and BEFORE or AFTER and AFTER..
mean AFTER finish service/working hours until BEFORE start next day is PRIVACY TIME of the masters, (for family,sleep, sex etc.....) they should ask permission if they want to meet the master at his 3 privacy occasions
BEFORE start salat at Fajr
AFTER finish salat at Isha
WHEN put aside the clothes during working/duty hours (anytime when he put off his clothes)
